The protocol fetches live repository signals - commit activity, distinct-contributor profile, structural engineering quality, licence, and cryptographically attested audits - evaluates them against the DAO constitution through GenLayer consensus, and produces a binary APPROVED / REJECTED outcome with an invariant funding tier that determines the allocation cap. Security posture: - Prompt-injection defence: all repository-derived text is sanitised and isolated in a delimited untrusted-data block; only the owner-set constitution is trusted policy. - Anti-gaming: raw commit volume alone cannot qualify a project; structural quality and genuine (non-bot) contributor signals are required and bucketed invariantly. - Audit integrity: audits are honoured only via on-chain, hash-bound attestations issued by trusted auditors - a file in a repo proves nothing on its own. - Fail-closed consensus: every field checked for agreement is a discrete enum/bool; any corruption, missing verification data, or parse error raises rather than passes.
