A buyer freezes a set of weighted criteria and escrows a budget. Bidders commit a sha256 of their proposal. After the commit window closes they reveal the text, the network scores each revealed bid against those exact criteria, and the highest weighted total is awarded on finality. Three rules the whole design rests on: 1. Criteria and weights are frozen at publication. There is no method in this file that edits them - grep for `.criteria` and `.weight`, every write is inside `open_round`. 2. The model never sees a weight and never produces a total. It returns one score per criterion; the total is arithmetic in the deterministic half. 3. Anything that moves value waits for finality. Records and status changes act on acceptance so a bidder can read their scorecard during the appeal window. Every deviation from the build brief is written up in contracts/README.md. That reason is written out in full on `ask` above: an answer arriving after commitments are sealed is information the bidders who already committed cannot use, so it rewards whoever waited. The deadline was argued there and enforced only there - `answer` checked that the round was still open, which stays true right up to settlement, leaving a window of hours in which the buyer could publish a clarification that no sealed bidder could act on, timestamped as though they could. The check belongs on both sides of the exchange. A question asked near the deadline may therefore go unanswered. That is the honest outcome, and the round page counts unanswered questions rather than hiding them. An answer explains what a criterion MEANS. It does not change what is scored: the model is given the frozen criteria and nothing else, so a clarification helps a bidder write to the standard rather than altering the standard.
